Pelican wouldn't have the white under the wing or the white spot on the right wing. Bill is to short, tail a bit to long. Wings are to small compared to body.

Yes, make sure to look at the shoulder. If the orange goes over onto the back its a western. If it stops at the shoulder its an eastern. I think eastern

yes i do believe that is a northern harrier because of the white band and how low its flying Hope that helps:)
